A Croatian model dubbed the “World Cup’s Hottest Fan” is calling a penalty on this year’s Qatar tourney, blasting the event as the “worst” in history.

She wrote on her Instagram story: “This is a disaster! I feel sorry for all the people who can’t go to the World Cup because of the worst organization in history.

“My entourage didn’t get a Hayya card even after 20 days, even though they have all the tickets to the final.”

That was in reference to the document required for fans attending the event in the hyper-conservative Gulf state. The raven-haired beauty first shot to fame at the 2018 World Cup in Russia.

Knoll added: “It’s clear why so many people didn’t even want to participate in this circus!”

But the flight attendant seems determined to push the buttons of FIFA and her prudish Qatari hosts with a series of saucy ensembles. On Wednesday, she attended the Croatia-Morocco tilt and didn’t disappoint.

She donned a revealing Croatian flag-design dress. Fans have been warned to dress modestly as per Qatar’s edicts, with low-cut tops, mini-skirts and other heart-pounding outfits being verboten. Neck scarves are suggested.

But the raven-haired beauty appears determined to kick up a fuss in the desert. Last week, she posted a photo of herself on the beach warbling a happy thong, and warning: “How I will dress in Qatar.”
